The electrical connection of the wheels is not axial, but longitudinal; that is, at least two axles are connected, as in a bogie (or a locomotive with multiple wheels). The small section of "contact track" is insulated on the left and right. When a wheel from the main track enters the contact track, it momentarily makes contact (short circuit), that is, it generates a pulse (with the voltage from the main track). You can use this to trigger something. Each incoming metal wheel will trigger a pulse (actually two pulses: one at the entry, one at the exit of the contact track).
