In addition, an electric locomotive for heavy passenger service was part of the first procurement program established by the Bavarian State Railways (DR) and the Bavarian State Railways administration. It was intended for service on electrified lines in Bavaria. Among several designs, a 2'BB2' locomotive was chosen. The power unit was arranged in two groups within a continuous frame. Each group had two motors, which drove a common motor drive shaft via gears. This, in turn, drove a vacuum shaft via a helical connecting rod. This vacuum shaft was coupled to two driving axles by coupling rods. To prevent exceeding the permissible axle weight, the locomotives were equipped with a double-axle front and rear carrying axle, respectively. The locomotive body, with driver's cabs at both ends, was mounted on the frame. The vehicle was built by the company "Maffei" and the electrical fittings were provided by "WASSEG", a working group of "AEG" and "SSW".
